THE VOICE OF THE BISHOP
                (Leadership, Commitment and Service)

To the members of the Board of ministry, Bishops, Pastors, Overseers, Elders,
Evangelists Ministers, to the Planning Committee, Officers, members, visitors and
friends, we extend greetings to you in the precious name of Jesus Christ.

Taken altogether, all of us in some way make up this great body we call Rehoboth
Outreach Apostolic Ministries, and many other who have indicated their willingness to
unite with us will guarantee that this body of believers, known as the church, will live,
grow, expand and become a mighty force to be reckoned with for religion,
relationship, good citizenship and Kingdom connection. Not only in our assigned
neighborhoods and communities, but this city, state, this nation and ultimately we
hope throughout the utter most parts of the world.

We firmly believe and therefore assure you that out commitment to this body, known
as the church, will show a continuous movement, expanding, growing and bringing a
Kingdom solace for the salvation of many, many souls.

It is necessary that we reflect on what needs most to be done, and take actions to
assure that it is done, because this is also what most people resist, that is change.
Traditionalism, the arch-enemy of change and renewal in an individual, a local church,
or a national or international body, can play havoc with a vital church program if it is
allowed to reign unchecked. Seeing there is a vital need for change, of renewal ,
indeed of dying and being born afresh, our church embarked upon the dangerously
difficult but divinely inspired mission of breaking the death-grip which traditionalism
held over the minds and wills and lives of the people, God's people, to see to it that
the Church may be returned to Jesus Christ, its rightful owner, and that the Holy Spirit
would reign supreme in the Church and the lives of the individual believers. So when
Christ becomes Lord of the Church, and when the Holy Spirit becomes Governor of
individual lives, the Bishops and Pastors cannot be lords and dictators and owners of
the flock. They must be satisfied to be “servants for Jesus' sake”. They must also be
members of the Church, called by Jesus Christ, (watchmen or shepherds) unto the
flock, watching for their souls, and not over them. Only God can watch over the souls
of His people. After all, they are His people and not ours.

It is in the local church that the Holy Spirit exercises the gifts and graces which
governs and produces disciples, and perfect saints for the work of the ministry. This
truly is what will mark the Church of Jesus Christ as different.

The course which the Rehoboth Outreach Apostolic Ministries (ROAM) must follow in
these end times is fixed by God. Our church has a mission, and the mere fact that we
have accepted the challenge to be perfected for the work of the ministry will indicated
this fact. We shall not only meet with one another, we shall meet with Him to whom the
Church rightfully belongs. With such a meeting, w continue to “press toward the mark
for the prize of the high calling of God in Christ Jesus.” Philippians 3:14. Some may
wish to turn back from following in this band, some may have stepped aside already.
Please be assured that, as free, moral, and responsible people the choice is always
ours. No one should really remain as an officer or indeed a member of ROAM unless
he or she is completely, totally, and uncategorically committed to its aims,
aspirations, and call, as well as the organizational structure devised and continuously
revised to reach its goals. This requires uncompromising loyalty to Jesus Christ, to
the local congregation and to the community. There can be no compromise at this
important point.

The church exists to produce saints, God-possessed, spirit-filled, fire-tested men and
women, if our churches are to move forward in Christ. Then we, the Apostles,
Pastors, Prophets, Teachers, and Evangelists, must be there where the people are,
feeling their feelings, sharing their joys and their sorrows, loving them, disciplining
them, equipping them, perfecting them for the work of the ministry. Being very certain
we subject ourselves to the same.

The church cannot condone those who will say “yes” at the worship service and do
“nothing” when they return home. The church cannot afford the luxury of those who can
talk convincingly from both sides of their mouths. God is pleased when we say what
we mean and mean what we say. If we are honest, the Holy Spirit will work out a unity
where we may all “...walk by the same rule, and mind the same things.” Philippians 3:
15b

This of course amounts to what we call discipline, “...perfecting of the saints, for the
work of the ministry...” Ephesians 4:12-16

Your partner in Christ,

Bishop Robert Williams
